Here’s the national 1989 speech Senator Joe Biden gave where he attacked President George H. W. Bush for being soft on crime and drugs. He demanded more prosecutions and prison for drug dealers and “users”. This led not only to the 1994 Crime Bill, but major escalation of the drug war and penal state.
