Prevent โ€œGlobal Governanceโ€ Bid to Crush Our Sovereignty, Freedoms

WASHINGTON, D.C.โ€” A group of patriotic public policy-minded leaders, organizations and influential individuals have called on congressional Republican leaders to insist in the course of ongoing negotiations to finalize the Fiscal Year 2024 Foreign Operations Appropriations bill on preserving critical provisions contained in the House version. Section 7048 (k) and (l) of H.R. 4665 would deny funding for the World Health Organization (WHO) and require that any further funding would be provided only if the Senate gave its advice and consent to the sorts of agreements that the WHO is stealthily negotiating.

The letter, with 58 signatures, was sponsored by the โ€œSovereignty Coalitionโ€ as part of its opposition to the Biden administrationโ€™s effort to surrender U.S. sovereignty, Statesโ€™ rights, and Americansโ€™ medical freedoms to the WHOโ€™s unelected, unaccountable, and demonstrably malfeasant Director-General, Tedros Ghebreyesus. That would be the effect of a package of amendments to the existing International Health Regulations and a new Pandemic Agreement, both of which are โ€“ according to the Congressional Research Service โ€“ treaties under international law and, as such, must be submitted to the Senate.[1]

The Biden administration, however, has evinced no willingness to allow the constitutional ratification process to apply to these treaties or, for that matter, to enable the American people and their elected representatives an opportunity to examine, let alone debate, their contents. For these reasons, the House-approved restrictions on funding for the World Health Organization are absolutely required.

The Sovereignty Coalition letter reads in part:

These agreements, separate and together, will negatively impact US sovereignty by removing decision-making over public health issues from our government (federal, state, and local) and giving that authority to the Director-General of the WHO. They also expand the definition of โ€œpublic healthโ€ to include pandemics and any issue with theย potentialย to affect global public health, including climate change, immigration, and gun violence, all guided by the policy of equity.

Both the Biden administration and the WHO refuse to characterize either of them as โ€œtreatiesโ€ to circumvent the U.S. ratification process. However, according to the Congressional Research Service, for purposes of international law, bothย areย treaties.

If Congress does not act now to slow down the process and demand Senate action, the United States will be bound by these documents this year. Because of the time-sensitive nature of the process, we implore you to include these House-passed provisions (H.R. 4665 ยง7048 (k)(l)) in the final appropriations bill to protect the sovereignty and medical freedom of the United States and its citizens.

Americans who share the signatoriesโ€™ determination to prevent the surrender of our sovereignty at the end of May, when the World Health Assembly is expected to approve both accords, are urged to sign the โ€œAmerican Sovereignty Declaration.โ€ The Coalition also makes it easy for citizens to send an email to encourage their elected leaders to ensure that the United States not only refrains from underwriting the WHO but also withdraws from that organization altogether.

WHATโ€™S AT STAKE?

The World Health Organization (WHO), led by its Director-General Dr. Tedros Ghebreyesus, who is himself subservient to the CCP, is finalizing documents that would allow the WHO to dictate global public health policy. The result will be a crushing of national sovereignty and individual medical freedoms in the United States and the world.
The WHO would accomplish this via a Pandemic Treaty and by amending International Health Regulations that would oblige the U.S. and 195 other nations to submit to whatever its Director-General deems to be an actual or potential โ€œPublic Health Emergency of International Concernโ€ (PHEIC). All Member Countries must also carry out whatever the Director-General determines is the appropriate response. Such PHEICs can include perceived โ€œhealthโ€ emergencies other than pandemics, including for example: climate change, reproductive health, immigration, gun violence or even potential emergencies involving plants, animals or ecosystems.

After Tedros and the World Health Organizationโ€™s catastrophic mishandling of the COVID-19 pandemic, it is utterly unacceptable to give the WHO still more, let alone binding, control over our public health to impose the same measuresโ€”based on the China modelโ€”that failed so spectacularly last time. Considering the enormity of the stakes, preventing our country from being subjected to such medical tyranny masquerading as โ€œglobal health and pandemic preparednessโ€ has taken on critical urgency. Neither instrument can be fixed, as they violate our Constitution and trample our rights as citizens of our federal democratic republic.

Consequently, if the United States is to be spared such an unacceptable surrender of its national sovereignty โ€“ with all that portends for its people, their freedoms, and well-being, Congress must insist that the United States exit the World Health Organization, defund its operations, and not be bound by any WHO treaties or regulations.

Thankfully, the House Appropriations Committee included two provisions in the State/Foreign Operations bill to defund the WHO and prevent any funds from going to the WHO to implement any international agreement, convention, protocol, or legal instrument until such document is ratified by a 2/3 vote of the United States Senate. This language is in Sections 7048(k) and (l) of H.R. 4665 (118th Congress).* This bill passed the full House on September 28, 2023.

We need to act now, however, to alert key leadership that we are watching the vote on March 22, which will determine whether the final State and Foreign Operations appropriations package retains the House-passed language to defund the World Health Organization and to require that the Pandemic Treaty be subject to a Senate Vote.
