Hartzler Introduces Legislation to Ban Communist China Officials and Families from Attending American Universities

WASHINGTON, D.C. โ€“ Congresswoman Vicky Hartzler (R-Mo.) introduced the Protecting Higher Education from the Chinese Communist Party Act to ban individuals serving in the National Congress of the Chinese Communist Party and their family members from receiving student or research visas.

โ€œWhile the CCP commits genocide and other atrocities, they continue to send their children to the United States to receive a world-class education. This must be stopped,โ€ Hartzler said. โ€œThe Protecting Higher Education from the Chinese Communist Party Act puts an end to this practice, effectively halting the advancement of those who are actively working to undermine our nation.โ€

Hartzler, who has previously been sanctioned by the Chinese Communist Party for her efforts combating the regime, has introduced a plethora of legislation targeting the CCP, including:

During the 2020/2021 academic year, there were over 317,000 international students from China studying in the United States โ€“ including family members of CCP officials. Xi Mingzhe, the daughter of General Secretary Xi Jinping, previously completed her undergraduate degree at Harvard in 2014 and reenrolled for graduate studies in 2019.

Rep. Vicky Hartzler (R-Mo.) introduced a bill on Feb. 16 that would bar high-ranking Chinese Communist Party (CCP) officials and their family members from studying in the U.S. colleges, a move she said woulld combat the regimeโ€™s efforts to โ€œundermineโ€ the United States.

โ€œWe have to realize that China has a plan for world domination,โ€ Hartzler said in a recent interview on NTDโ€™s โ€œCapitol Reportโ€ program. โ€œIt sounds like some Hollywood movie; thatโ€™s the reality.โ€

โ€œWe shouldnโ€™t be aiding and abetting those who want to do us harm. Itโ€™s just wrong,โ€ the congresswoman added.

Theย bill, named the โ€œProtecting Higher Education from the Chinese Communist Party Act,โ€ would halt issuing students or research visas to seniorย CCP officialsย and their family members, including their children and grandchildren.

There are over 317,000 students from China enrolled in the U.S. higher education institutions in the 2020-2021 school year, according to data compiled by the Institute of International Education and the U.S. State Department. The number accounted for 35 percent of international students.

According to Hartzler, some of those students may have family members serving in the Partyโ€™s high-ranking decision-making body the National Congress.

Particularly, she noted the daughter of CCP leader Xi Jinping reenrolled for graduate studies in the United States in 2019. Xiโ€™s daughter, Xi Mingze, obtained her undergraduate degree at Harvard University in 2014.

Hartzler also raised the risk of Chinese academic espionage and intellectual property theft on U.S. campuses, especially the threat to those conducting research for Americaโ€™s national defense.

In a 2019 document, the FBI warned that the Chinese authorities use some of its students and professors in the United States โ€œto operate as non-traditional collectors of intellectual property.โ€

โ€œThese Chinese scholars may serve as collectorsโ€”wittingly or unwittinglyโ€”of economic, scientific, and technological intelligence from U.S. institutions to ultimately benefit Chinese academic institutions and businesses,โ€ it stated.

To defend the United States against the CCPโ€™s espionage, the Trump administration blocked visas for certain post-graduate Chinese students or researchers who have ties with institutions that aid the Chinese military.

Last April, the Biden administration said it would relax the visa restrictions. But a July report by state media China Daily said approximately 500 Chinese STEM (science, technology, engineering, and mathematics) studentsโ€™ visa applications were rejected over security concerns.

Hartzlerโ€™s push came as Beijing staged the Olympic Games amid rising scrutiny of its human rights violations in Xinjiang and elsewhere.
